No assistance is provided for students to continue their studies at any Public or Private College/HEI. Help is provided by Lembaga Zakat Negeri Kedah.

Where does Baitulmal get the source of income from?

Referring to the Regulations of Baitulmal (Kedah Darul Aman) 2021 under Regulation 17 has defined that money or property includes the money or property from sources Baitulmal as follows :

  1. Inheritance;
  2. Luqatah;
  3. Non-Syariah Compliant Money or Property
  4. Debt to creditors or heirs to creditors that cannot be detected;
  5. Unclaimed Wang Khul';
  6. Hibah;
  7. Wasiat;
  8. Infak Fisabilillah;
  9. Other sources of income that determined by the Council.
What kind of assistance is not provided by Baitulmal Negeri Kedah?

Helps that are not provided in Baitulmal Division are:

  1. Marriage
  2. Construction and home improvement.
  3. Help for Newly Converted to Islam (Mualaf)
  4. Debt (Al-Gharimin)
  5. Explain the bills that outstanding such as:
  • Water bills
  • Electricity bills
  • Phone bill
What services are provided by the Tabung Amanah Negeri Kedah (TABK) Unit?

Services provided by TABK Unit are:

  1. Fidyah and Kafarah
  2. Wakaf Tunai
  3. Infaq Fisabilillah
  4. Non-Syariah Compliant Money or Property
  5. Luqatah (Property that dropped out)
What are the conditions of wakaf payer?

The wakaf conditions must be:

  1. Islam;
  2. Puberty;
  3. Reasonable (perfect sense of mind) and sane thinking;
  4. The property to be wakaf must be fully owned by the Wakaf;
  5. Wakaf on your own free will without any coercion from anyone;
  6. Tabarruk members (not declared as bankrupt/have debt obligations)
Is it possible to pay wakaf in cash?
  1. Wakaf in the form of cash is allowed in Islam. (The 77th Fatwa Committee of the National Council for Malaysian Islamic Religious Affairs which convened on 10-12 April 2007 at Primula Beach Resort, Kuala Terengganu). 
  2. The decision of the Kedah State Fatwa Committee Meeting on March 31, 2009 has decided that cash wakaf should be implemented in the state of Kedah Darul Aman.
Is it possible to pay wakaf to build a church or place of worship of non-Muslims?

It is prohibited for a Muslim to wakaf his property to the church or the like because it leads to disobedience.

What is the law on moneys collected from the public (revenue of dana wakaf tunai) being invested before being realized to wakaf property/permanent assets?

It is necessary for the "mauquf alaih" (the person who manages the wakaf) to invest the money accumulated before buying the wakaf property.

Is there a difference between wakaf, donation and zakat?

Wakaf: Contributing eternal wealth for the purpose of getting closer to God and for the welfare of Muslims. Examples such as endowment of land for a mosque site that will last forever.

 

Donation: Donating property/money with impermanent nature of its use for charitable purposes.

Examples such as money donations to the poor for daily use, meals, utility payments and so on.

 

Zakat : Issuing a certain amount of property is given to asnaf who is entitled to receive it after fulfilling the conditions set by syarak.

Is it compulsory for a child to make up for the missed fast of a mother or father who is old and senile?

There is no need to qada the fast for parent that is sick, instead, paying the fidyah for the fasting that they left.

How to pay fidyah for the elderly who are unable to fast and when is the fidyah due?

If unable to continue, it is a need to pay fidyah as soon as Ramadan passes. If he is unable at the moment, but able to do it later, he should perform the qadha of the fast and if it goes beyond the year, he should perform the qadha and pay fidyah as well.

After making up for the missed fast, do the heirs of the deceased also need to pay fidyah?

After completing the fasting of the deceased, this means that the heirs no longer need to pay fidyah of fasting again for him. 

It should be noted that the matter related to qadha of the fasting must be done as soon as possible. 

If a person is unable to perform kafarah for nazr according to the order, what should he do?
  1. If unable to execute the kafarah nazar in order, then must fulfill the option of fasting for three days.

What is the kafarah to be imposed on a married couple who have had intercourse during the day in the month of Ramadhan? Does kafarah need to be paid according to the order?

For example :

We feel reluctant and insists to fast for two months in a row for no adequate reason, then we easily continue to feed 60 poor people.

Referring to the views of scholars:

There is no disagreement among scholars in making kafarah as obligatory in an orderly manners starting with free a slave and if he is unable to do so, he must fast for two consecutive months and if he is unable to fast, then he need to feed total of 60 poor.

 

Therefore, if the payer of Kafarah unable to fast two months in a row then he is allowed to feed 60 poor. The ability to fast is measured through his ability that does not have the strength to fast continuously for a period of two months and certified by muslim doctor. If that fasting will affect the health or body of the kafarah payer, then he is allowed to feed 60 poor.

Is PUSBA an NGO?

No. PUSBA under administration Majlis Agama Islam Negeri Kedah.

What types of courses are provided at PUSBA?

At PUSBA there are two types of courses which are:

  • 4 month Intensive Course (full time)
  • A special weekly class study course for converts that are working / married
Is there a fee for studying at PUSBA?

There is no charge if you want to study at PUSBA.

For participants that converted to Islam in the state of Kedah, tuition fees are fully borne by Lembaga Zakat Negeri Kedah State of Kedah. While for the participants that embracing Islam in another state will be covered by the Islamic Religious Council of that respective state.

Can my friend and I who are foreign converts study at PUSBA?

Yes, of course. Provided that you have the following documents:

  1. valid passport / visa
  2. Have a letter of confession to Islam
How to register for PUSBA?

For registration method, students need to attend to PUSBA Office to fill in the form and submit the following documents:

a) Copy of identity card OR passport (for non-citizen)

b) Converting to Islam documentation from Jabatan Agama Islam Negeri

c) Letter of sponsorship from the Majlis Agama Islam Negeri (for the one converted to Islam NOT in the state of Kedah)

d) Have travel documents that is valid for non-citizens.

e) Have a valid health report

f) Passport size photo.
